A global initiative to foster responsible innovation, grounded in data quality, ethical governance, and cross-border collaboration.

The Data First, AI Later Global Movement emerged during the Europe-India Digital Health Week, a pre-event to the Geneva Digital Health Day, held alongside the World Health Assembly in May 2024. Co-led by Health Parliament, i-HD, and the Health Data Forum, the movement brings together complementary strengths in policy leadership, scientific credibility, and global dialogue. Rather than presenting a predefined framework, it promotes a growing Health Data Global Collaboration — a shared direction for partners working to advance trustworthy and responsible digital health innovation.

At its core, the movement advocates a global shift where data integrity, governance, interoperability, and inclusivity take priority before the deployment of AI in healthcare. Connecting policy, research, and practice across regions empowers stakeholders to co-create ethical, sustainable, and trustworthy data-driven solutions rooted in high-quality health data.

The Collaborative Circle Model

The Data First, AI Later movement is guided by a Collaborative Circle, in which three founding anchors — Health Parliament, i-HD, and Health Data Forum — bring complementary strengths. At the centre sits our Global Health Data Vision, a shared direction that evolves as new partners join the ecosystem. The circle remains open by design, inviting additional organisations to contribute expertise, perspectives, and leadership.

Launched at the Geneva Digital Health Day last May 2024, this movement brings together thought leaders, researchers, and health data practitioners from across Europe, the Middle East, Africa, and beyond.
