Join in Dubai or participate online — wherever you are.

About this event

Taking place during Arab Health / WHX 2026, the Health Data Forum Executive Think Tank – Dubai 2026 is a global, hybrid-by-design forum bringing together senior leaders from the GCC, Europe, India, the United States, and wider health innovation ecosystems.

This edition deepens the focus on Real-World Evidence (RWE), data governance and Trusted Research Environments (TREs), and the integration of next-generation Advanced Therapies — including cell, gene, and RNA-based treatments — into real-world health systems.

Designed intentionally for both onsite and online participation, the Think Tank enables meaningful global dialogue regardless of travel availability.

The programme combines global keynote perspectives, interactive co-creation sessions, and cross-regional exchanges, ensuring that insights travel across geographies and translate into region-specific strategies, pilots, and partnerships.

Rather than a traditional conference format, our Executive Think Tank prioritises dialogue over presentation, co-creation over consumption, and actionable outcomes over visibility.

Keynotes and contributors already confirmed include:

  • Prof. Dipak Kalra, President i-HD — Data Quality & Bias

  • Tiago Magalhães, Vice-President of Bioinformatics M42 Health

  • Prof. Elena Petelos, EUPHA, HTAi

  • Emmanuel Bacry (French Health Data Hub) — Trusted Research Environments

  • Panos Kefalas (Cell & Gene Therapy Catapult) — UK ATMP ecosystems

  • Dr Rajendra Pratap Gupta — AI Maturity & Transformation

  • Dr Padmavathi (Padma) Roy -  CDOO Health Data Forum

  • Guru Kora (Times Health) — AI for Access & Health Equity

…and more to be announced.

Why Attend?

  • Engage in high-level dialogue without committing to full conference travel

  • Contribute to cross-regional policy and evidence discussions from anywhere

  • Join a curated Think Tank, not a broadcast webinar

  • Shape outcomes that will be shared with regional stakeholders in Dubai

This Think Tank builds on the Health Data Forum's Global Hybrid Summit model, which has been successfully used in Wales and in other international editions.

How the day is structured

  • Global keynote interventions (morning Dubai time) — online & onsite

  • Interactive Think Tank co-creation session (afternoon)

    • online lab or

    • onsite facilitated dialogue (if room is secured)

  • Cross-regional perspectives spanning Europe, GCC, India, and the US

  • The programme is being shaped in close dialogue with an international Advisory Circle spanning policy, research, industry, and health systems.

The agenda is designed so that no single geography is disadvantaged by time zones.

Who is the online format for?

  • Experts not travelling to Arab Health
  • Global speakers contributing from Europe, India, or the US
  • Policymakers and advisors joining selectively
  • Participants focused on dialogue, not trade-floor activity

Why Hybrid by Design?

The Dubai Executive Think Tank has been intentionally designed as a robust hybrid event, ensuring meaningful participation regardless of travel availability.

While taking place during Arab Health / WHX Dubai, the Think Tank is not limited to on-site attendance. Senior leaders, policymakers, researchers, and industry experts from across Europe, the GCC, India, the US, and beyond are actively contributing online and onsite.

This design reflects the reality of global collaboration today — resilient, inclusive, and focused on dialogue rather than logistics.

Invitation-based participation & Registration

Participation in the Executive Think Tank is curated and intentionally limited to preserve the quality of dialogue.

  • Onsite participation (Dubai) is limited (typically 10–40 participants) and linked to sponsorship tiers and formal invitations issued by the Health Data Forum, in coordination with venue and strategic partners.

  • Online participation is available to a wider group of invited contributors, including speakers, advisors, policymakers, and experts who are not attending Arab Health in person.

All participants — onsite and online — are considered full contributors to the Think Tank dialogue.

If you would like to explore participation options or express interest in joining onsite or online, please get in touch with us. Final participation modes will be confirmed closer to the event, based on agenda alignment and availability.
