Iñaki Gutiérrez‑Ibarluzea

Iñaki Gutiérrez‑Ibarluzea is the Director of Health Research, Innovation and Evaluation at the Basque Government's Ministry of Health. He holds a PhD in Neurosciences and advanced degrees in Bioethics and Clinical Epidemiology. In his current role, he oversees strategic planning, R&D policy, and the coordination of the Basque Health Research Institutes via BIOEF, the Basque Foundation for Health Innovation & Research.

Previously, he served as Director of Organisational Innovation and Management at BIOEF and led knowledge management and Health Technology Assessment (HTA) at the Basque HTA Office (OSTEBA). From 2019 to 2021, he was President of Health Technology Assessment International (HTAi) and remains active in global HTA networks, including EuroScan.

An expert in HTA, regulatory science, value-based healthcare, horizon scanning, and evidence-based policymaking, he has authored over 200 publications in biostatistics, public health, genetics, and ethics, and contributes regularly to EU-funded innovation projects and WHO initiatives.
