Rafael Almeida
Rafael Almeida is a Director at SPMS (Shared Services of the Ministry of Health, Portugal), where he plays a pivotal role in driving digital transformation and interoperability within the Portuguese National Health Service. With extensive experience in information systems management and international cooperation, Rafael is dedicated to advancing healthcare innovation, focusing on digital health and electronic health records. He is actively involved in major European knowledge-sharing initiatives, fostering international collaboration to improve health systems' governance, resilience, and digital infrastructure.
Rafael Almeida holds a master's degree in Medical Informatics from the Faculty of Medicine of the University of Porto, completed between 2021 and 2023, specialising in digital health and information systems. Before this, he earned a bachelor's degree in Computer Engineering from the University of Coimbra, graduating in 2014 with recognised academic merit. He also has a Ceramic and Glass Engineering degree from the University of Aveiro. Throughout his multidisciplinary education, Rafael has developed strong skills in administration, presentation, and technical computing, providing a solid foundation for his leadership in digital transformation within the healthcare sector.
