Day 1 - Panel Discussion & Keynotes

The morning is designed as a sequence of real conversations — not formal presentations but honest exchanges between leaders, innovators, and participants. From UK-wide perspectives on data, to the Bevan Commission's critical-friend voice, to a candid debate on cloud ownership and governance, these sessions explore how trust, adoption, and infrastructure shape the future of health data. The goal is to create a shared rhythm where ideas are tested, challenges are acknowledged, and dialogue leads the way toward action.

11:30 12:15 Panel Discussion: Who Owns Cloud Data? Infrastructure and Governance

Cloud data is powerful, but it raises tough questions about ownership, sovereignty, and accountability. This panel brings global, open-standards, and national infrastructure perspectives into one space, asking how we balance innovation with public trust. The goal is to help participants see beyond the technology — to the governance frameworks and ethical choices that shape how cloud infrastructures serve society. Dialogue here is about surfacing tensions, but also about identifying the common ground needed to move forward responsibly.
