Chief of Cabinet, General Secretariat for Digital Health, Information and Innovation of the Spanish National Health System — Spanish Ministry of Health
Lucía Escapa Castro has led the Cabinet of the General Secretariat for Digital Health, Information and Innovation of the National Health System (SNS) at Spain's Ministry of Health since October 2021, driving the strategic innovation and digital transformation agenda for the Spanish healthcare system. In this role, she represents Spain on the European Commission's European Health Data Space (EHDS) Committee, taking an active part in shaping the implementing acts of Regulation (EU) 2025/327, and leads the drafting of Spain's Digital Health Bill, which aligns Spanish law with the new European framework for health data.
She holds a degree in Physics and is a career civil servant of the Senior Corps of Information Systems and Technologies of the Spanish State Administration, with over three decades of experience in public-sector IT management. Before joining the Ministry of Health, she held senior positions at the Ministry of the Presidency (Deputy Director-General for Information Technologies and Services), the Ministry of Defence (Deputy Director-General for Technical Services and Telecommunications), the Spanish Tax Agency, and the National Institute of Public Administration (INAP), where she headed the Public Innovation Department.
She holds an executive management qualification from IESE Business School and is a Certified Public Manager® (National Certified Public Manager Consortium, USA). She is a regular speaker at leading Spanish digital health and health data protection forums, including the SEIS Conference on Health Information Systems and Innovation and the Forum on Health Data Security and Protection.

Lucía Escapa Castro dirige el Gabinete de la Secretaría General de Salud Digital, Información e Innovación del SNS del Ministerio de Sanidad de España desde octubre de 2021, donde impulsa las líneas estratégicas de innovación y transformación digital del sistema sanitario español. Desde este puesto representa a España en el Comité del Espacio Europeo de Datos de Salud (EHDS) de la Comisión Europea, participando activamente en la definición de los actos de ejecución del Reglamento (UE) 2025/327, y lidera el desarrollo del Anteproyecto de Ley de Salud Digital, que adapta el ordenamiento jurídico español al nuevo marco europeo de datos sanitarios.
Es licenciada en Ciencias Físicas y funcionaria del Cuerpo Superior de Sistemas y Tecnologías de la Información de la Administración del Estado, con más de tres décadas de trayectoria en la gestión pública de las tecnologías de la información. Antes de incorporarse al Ministerio de Sanidad, ocupó puestos directivos en el Ministerio de la Presidencia (Subdirectora General de Tecnologías y Servicios de Información), el Ministerio de Defensa (Subdirectora General de Servicios Técnicos y Telecomunicaciones), la Agencia Tributaria y el Instituto Nacional de Administración Pública (INAP), donde dirigió el Departamento de Innovación Pública.
Cuenta con formación directiva del IESE y es Certified Public Manager® (National Certified Public Manager Consortium, EE. UU.). Es ponente habitual en foros de referencia sobre salud digital y protección de datos sanitarios en España, como las Jornadas de Innovación y Sistemas de Información en Salud (SEIS) o el Foro de Seguridad y Protección de Datos de Salud.
