Bilbao is part of the Health Data Forum's ongoing journey.

Our 2025 dialogue in Wales helped establish a shared foundation around trust, equity and transparency in the use of health data.

The Wales Joint Charter framed trust not as a transaction, but as an ongoing relationship, and positioned equity and transparency as foundations for responsible innovation.

Bilbao now takes the next step.

The challenge is no longer simply to define what trustworthy health data ecosystems should look like. It is to understand what is required to make them work in practice.

Across the two days, we hope to move from principles to implementation and identify practical priorities around EHDS, genomics, health systems, infrastructure and responsible AI.

Our ambition is that Bilbao does not end with a collection of presentations, but with a clearer shared understanding of what needs to happen next — and what each of us can help make possible.
